  16. <p>Peruvian police capture the hemisphere's deadliest rebel movement
  17. </p>
  18. <p>     Plainclothes antiterrorist police had been tracking the
  19. movements of a lithe young couple in their middle-class home in
  20. a Lima suburb for weeks, suspecting that they were members of
  21. Peru's Maoist Shining Path guerrilla movement. Their huge
  22. purchases of food, liquor and clothing in sizes much too large
  23. for themselves suggested that they had company in the house.
  24. Butts of Winston cigarettes in the trash led the detectives to
  25. believe that the guest might be none other than the group's
  26. elusive and ruthless founder, Abimael Guzman, who went
  27. underground in the late 1970s. When the cops finally stormed the
  28. house, they found to their amazement no bodyguards or caches of
  29. weapons--just an overweight and sickly terrorist leader.
  30. Almost immediately, the invincible "Presidente Gonzalo," as
  31. Guzman has called himself, surrendered without a fight.
  32. </p>
  33. <p>     Shining Path's gruesome 12-year campaign has led to the
  34. deaths of 25,000 Peruvians. Because Guzman dominated the group's
  35. ideology as well as its centralized command, analysts expect his
  36. arrest to cause a severe setback that will put the force of
  37. 5,000 active militants on the defensive. But the guerrillas have
  38. vowed to pursue their bloody fight to destroy all of Peru's
  39. institutions and install a peasant-worker state. Last week they
  40. set off a bomb and killed a policeman to demonstrate their
  41. continued resolve. "Once a new central committee is formed,"
  42. Guzman apparently told his captors, "the revolution will move
  43. ahead."
  44. </p>
  45. <p>     The government has two weeks to prepare charges of treason
  46. against Guzman and his cohorts for trial in a military court
  47. next month. A guilty verdict would undoubtedly give a political
  48. boost to President Alberto Fujimori, who already has
  49. overwhelming popular support in Peru for abolishing a do-nothing
  50. Congress and judicial system last April and now for taking an
  51. important step toward fulfilling his promise to pacify the
  52. country by 1995. With Guzman safely behind bars, progovernment
  53. candidates for constitutional congress elections in November are
  54. likely to win a majority.
